Under 30 bonus, how the incentive works for young people and how to take advantage of it: INPS instructions

The government’s aim is ambitious: to reduce the scourge of NEETs under the age of 30, ie young people who do not work and do not study. To try, the executive has planned a special incentive dedicated to companies in the “labor decree”. The INPS has just provided all the clarifications to the companies and possible new workers.

The aid was planned in the “Works Decree” of last May, with a special incentive dedicated to companies, which now comes into operation with the publication of the corresponding INPS circular. Specifically, requests to reserve the available resources can be submitted from next July 31; there are 85.7 million available, of which almost 60% will be allocated Northern regions.

Under 30 years bonus for NEETs how much is it

The subsidy for contracting employers is 60% of the monthly gross salary, an amount that actually goes to state load, to perform the convenient operation. The companies affected are all private, including agricultural ones: the measure, therefore, does not affect the public administration. Domestic work is also excluded.

Potential new workers must not have reached the age of 30 on the day of recruitment and, in addition, to be qualified as NEET, they must not be working or enrolled in courses of study or training. Finally, they need to be registered in the “National Operational Program of the Youth Employment Initiative”, which represents the application form in our country for the “Youth Guarantee” plan launched at European level.

This characteristic materializes, for those between 25 and 29 years old, in additional and more specific requirements: of which at least one must be met: being without regular paid work. for at least six monthsnot have a high school diploma or professional training, have completed a full-time training for no more than two years without having obtained the first job yet.

How apprenticeships work for young people

The incentive is for the new permanent hires made between June 1 and December 31 this year.

Contracts of indefinite duration include both those of an administrative nature and those for the professionalization of learning.

Then, the company must fulfill, for its part, a series of conditions that include, in addition to observing all the rules for the protection of working conditions, also the creation of a net increase in total employment compared to the previous year’s average. In the calculation of the positions that must be taken into account for the fulfillment of this criterion, positions that remain vacant as a result of voluntary resignation, incapacity, retirement for having met the age limit, voluntary reduction of working hours and dismissal for justified reasons are not included.

Regarding compatibility with other incentives, the circular specifies that the facilitation for NEETs is combinable with the specific contribution exemption for youth employment established by the 2023 Budget Law.

The global resources and the INPS table

The INPS also explains that global resources, 85.7 million which come precisely from European funds, will be allocated according to the territorial breakdown indicated in a decree of the Anpal (National Agency for Active Employment Policies). In turn, the table contained in this provision it talks about the distribution based on the estimate of needs made by the INPS.

In any case, the lion’s share will go to the northern regions. There only Lombardy will be entitled to 24 million complexes, or 28 percent of the total allocation. The whole of the North will be able to aspire to 49.4 million, almost 58% of the total. On the other hand, 22.7 million will be allocated to the Center (just over 26 percent) e in the Center 13.6 million (approximately 16%).

The distribution is not consistent with the “weights” of the different territories defined as a function of the population as a whole (the North is worth a little more than 46% and the South almost 34%) but above all it seems to collide with the distribution of NEETs in our country. How many? Taking them into account between 15 and 19 years reached 1.7 million young people in 2022, since it places our country in second place for the incidence of the phenomenon after the Romania. A decidedly unenviable record.

But looking at the 2020 data (calculated with slightly different criteria) from which the figures for the different areas of the country can be derived, we realize that one out of every two NIIS lives in the South and the Islands. However, as we have seen, the resources that will go to the southern regions are around a quarter of those available.
